When leveling the ground, the height that the hoe levels is determined by the level your feet are at. so just stand in one spot and get as much area around you as you can, then go to another spot that is at the desired height and repeat. The hoe can only move ground so much though.

The hoe won't level the ground no matter what. It's got a maximum high, and a maximum low. Then you have to do what you do and use a pickaxe or raise the ground. That's just a game mecanic and not a bug. And even after that, the pickaxe itself can only dig so low, and the how can only raise the ground so high.
